INTEGRATED CLIMATE ACTION PLAN AND COMMUNITY RISK REDUCTION PLAN

In coordination with Ascent Environmental, Mintier Harnish worked with the City of Hayward to prepare a first of its kind General Plan that integrated the City’s existing Climate Action Plan and incorporated a new Community Risk Reduction Plan (CRRP). As the City’s CAP, the General Plan was prepared consistent with State guidelines for preparing a qualified plan for the reduction of greenhouse gas emissions. In addition to integrating the CAP, we worked with the Bay Area Air Quality Management District to prepare the General Plan as the City’s CRRP, which is a comprehensive, communitywide approach to reducing local air pollution emissions and exposures. As a CRRP, the General Plan assists with CEQA compliance by supporting a programmatic approach to reducing local air quality impacts as identified through the Air District’s Community Air Risk Evaluation (CARE) program. This combined approach to comprehensive planning, GHG reductions, and air pollution mitigation enables the City to streamline environmental review for projects that are consistent with the General Plan. (Photo Credit: Sarah Sammis)
