6th CycleProject Description
Mintier Harnish led the preparation of the City of Lodi’s 6th Cycle Housing Element Update and a Disadvantage
Unincorporated Communities (DUCs) Analysis per Senate Bill 244, as well as updating the City’s Safety Element and
Conservation Element and drafting a new Environmental Justice Element. As the City’s first Environmental Justice
Element, the preparation included a robust background analysis of several environmental justice topics to identify
key health and environmental justice concerns and communities of focus within Lodi using data gathered from
CalEnviroScreen 4.0, EJ SCREEN, and the U.S. Census. To ensure broad and diverse participation, a wide range of outreach tools, including multilingual materials, workshops, surveys, pop-up events, and meetings with local CBOs. Special attention was given to engaging historically underrepresented communities.
Interesting Facts
The Housing Element Update was found to be in substantial compliance with State law after just the initial 90-day HCD review. This was extremely rare in the 6th cycle and a huge accomplishment for the Project Team.
Recipient of the 2024 Public Outreach Award of Merit from the American Planning Association Sacramento Valley Section.
