Pleasant Hill 2023-2031 Housing Element Update
Project Description
Mintier Harnish is led the 6th Cycle Housing Element Update for the City of Pleasant Hill in conjunction with the comprehensive 2040 General Plan Update that is also being led by Mintier Harnish. The Project began in 2021 with initial community outreach and engagement, which include a community workshop and Housing Element Townhall to discuss the sites inventory. Policies and programs in the Housing Element address the limited housing stock, high home prices, and constraints to housing production in Pleasant Hill. The Housing Element addresses each of these issues and includes programs to addressed new State laws involving Fair Housing and Affirmatively Furthering Fair Housing. The Housing Element was adopted in May 18, 2023 and certified by HCD in November 22, 2023.
Interesting Facts
City residents were very engaged with the Update process, particularly the site selection process. The City received hundreds of comments on the housing opportunity sites. Mintier Harnish assisted the City in navigating and responding to community concerns, evaluating all options, and achieving a compliant update. The final Housing Element included rezones to meet the RHNA, including the rezoning of parcels in low-density higher resource areas of affluence, creation of new mixed use high density and very high density zones, and rezoning of a publicly-owned site to allow up to 100 du/ac.
