6th CycleProject Description
Mintier Harnish, working with Dynamic Planning + Science completed the 6th Cycle Housing Element for the City of Shasta Lake. Updated in conjunction with the General Plan, the Housing Element was developed to align with the General Plan vision to develop connections between land uses and transportation, seeking to provide services close to where growth will occur. Issues in the city include substandard housing, a lack of variety in housing types, high construction costs, and areas lacking proper utility infrastructure. The Housing Program addressed each of these issues, and also included programs to address new State laws involving Fair Housing and Affirmatively Furthering Fair Housing, accessory dwelling units, SB 35 streamlining, governmental constraints, employee housing, and low barrier navigation centers. Community engagement included two GPAC meetings, a community workshop, and Planning Commission and City Council study sessions. Public noticing included flyers, website posts, social media posts, eblasts, and doorhangers, as well as and direct contacts with community organizations. The Housing Element was adopted on August 4, 2020 and certified by the Department of Housing and Community Development on September 11, 2020.
