Solvang 2023-2031 Housing Element Update

Mintier Harnish led the 6th Cycle Housing Element Update for the City of Solvang in conjunction with the comprehensive 2040 General Plan Update that is also being led by Mintier Harnish. The Housing Element was designed to align with the General Plan Update and the community vision for the future of Solvang while also meeting new State housing laws. The Project began in August 2021 with initial community outreach and engagement, including two workshops and review by the General Plan Advisory Committee. The Housing Element includes programs to address new State laws, Affirmatively Furthering Fair Housing, and constraints to housing production. The Housing Element Update was adopted December 11, 2023, and certified by HCD on February 12, 2024.

Residents in the City are at risk of displacement. In response to this, Mintier Harnish developed a new multi-pronged Anti-displacement Strategy implementation program for the City that works to reduce displacement pressures through actions addressing production, preservation, and protections for tenants. This program served as a template for several 6th cycle jurisdictions looking to create meaningful actions and achieve compliance with State law.
