Project Description

Mintier Harnish, in conjunction with Rincon Consultants, assisted in the preparation of a multi-jurisdictional housing element update for jurisdictions in Tulaure County. The effort was organized by TCAG and included the cities of Dinuba, Exeter, Farmersville, Lindsay, Porterville, Tulare, and Woodlake. The primary focus of the Housing Element is to ensure decent, safe, sanitary, and affordable housing for current and future residents of these cities, including those with special needs. Mintier Harnish was responsible for facilitating community workshops, and drafting the housing needs and constraints analyses, both of which included a regional analysis and an analysis for each jurisdiction.

Interesting Facts

Without significant technical assistance, multi-jurisdictional housing elements may not be an efficient way to meet State law. Project management and QA/QC costs increase and, despite the multi-jurisdictional packaging, each jurisdiction must still provide analyses and actions targeting unique fair housing issues and must progress through adoption and HCD review on their own schedule. Simply put, there are very few opportunities for efficiencies under current State law.
